RF Ministry of Economic Development improved Russia's GDP decline forecast

In the baseline scenario the RF Ministry of Economic Development slightly improved GDP decline forecast of the Russian Federation in 2015 from 3% under the previous forecast to 2.8%, the head of the Ministry Alexei Ulyukayev told reporters on Wednesday in Antalya on the eve of consideration of the government’s adjusted forecast.

According to him, under the baseline scenario the oil prices in 2015-2018 were expected to be $50, 60, 70 and 80 per barrel, respectively.

"In this scenario we expect 2.8% GDP decline in 2015. In 2016 we forecast 2.3% growth, and in 2016-2017 - 2.5% growth per year," - the Minister said.

In addition, he said that the Ministry slightly improved figures on the industry decline. The previous forecast for 2015 assumed a decline of 1.6%. Now, according to Ulyukayev, the decline will be slightly smaller, "but still it will be a decline."

The forecast on investments into fixed capital was also revised toward a smaller decline. Now the investments’ decline in 2015 is expected at about 10.6% instead of the previous forecast at 13.7%.

In addition, the Ministry of Economic Development slightly raised its forecast for the ruble in 2015 toward its greater strengthening.

Under the baseline scenario, which is based on the forecast of the average oil price of $ 50 per barrel in 2015, the Ministry expects the annual average rate of 60 rubles for 1 dollar against the previous February forecast of 61.5 rubles for 1 dollar.

According to Ulyukayev, in 2016-2018 a further ruble strengthening will take place under the baseline scenario, which is based on the expected oil price of $60 in 2016, $70 in 2017 and $80 in 2018. "According to our calculations, by 2018 the average ruble rate will be in the baseline forecast about 52 rubles per 1 dollar," - said the Minister.
